North Carolina Ellis Cannady Chapter, IAEI Committee Scopes
The International Association of Electrical Inspectors is as the name implies, an Electrical Inspector Organization. The Chapter welcomes and encourages all members to participate in Committees. All Committees shall have a majority of Inspector members.
Section 1.
Standing Committees shall be:
(a) Bylaws Committee: This committee shall consist of at least three (3) Inspector members. Senior and Associate members may serve as non-voting consultant members. The duty of this committee shall be to consider proposed and needed revisions in the bylaws and present reports to the Board of Directors and the membership.
(b) Education Committee: This committee shall consist of at least three (3) Inspector members. Senior and Associate members may serve on this committee. The function and duties shall be:
- to plan and conduct short courses, seminars and similar educational endeavors for the benefit of the electrical inspectors of the state;
- to coordinate with and assist other organizations and agencies in the development of training programs for various code officials of the state; and
- to review and evaluate policies and programs as related to education.
(c) Membership Committee: This committee shall consist of at least four (4) Inspector members and three (3) Associate members. Senior members may serve on this committee. The function and duties shall be:
- to formulate and carry out a strong campaign to meet established membership goals;
- to develop a membership retention program to include:
(a) follow-up on delinquent members; and
(b) involvement of new members in important projects and committee work. - To establish a new member orientation and indoctrination program.
(d) Public Relations and Publicity Committee: This committee shall consist of at least two (2) Inspector members and one (1) Associate member. Senior members may serve on this committee. The function and duties shall be:
- to maintain a list of and develop sources within all news media to cover news at state level;
- to ensure publication of Chapter meeting notices and reports of state programs and projects of public interest; and
- to keep the membership informed as to the policies and programs of the North Carolina Ellis Cannady Chapter and the value of membership in the association.
(e) Electrical Fire and Accident Committee: This committee shall consist of at least three (3) Inspector members. Senior and Associate members may serve on this committee. The function and duties shall be:
- to promote the exchange of information from the Fire Service and seek solutions to mutual problems of life safety, fire prevention and fire protection;
- to prepare and publish articles of interest to the electrical profession; and
- to gather all possible data as to electrical fires and accidents for reports to interested organizations and agencies.
(f) Code Clearing and Codeship Committee: This committee shall consist of at least six (6) inspector members. Senior and Associate members may serve on this committee. These committee members shall be appointed at the Annual Chapter Meeting by the newly elected Chapter President. These appointments are subject to the approval of the Board of Directors as the first order of business at a called meeting immediately following the lose of the Annual Chapter meeting. The Code Clearing and Codeship Committee shall have full authority of the Board of Directors within the scope of their Committee. The function and duties shall be:
- to keep informed as to new research developments in the field of electrical appliances and equipment;
- to establish rules and regulations for receiving, initiating, studying and processing National Electrical Code changes; and
- to recommend changes to the National Electrical Code at the annual meeting of the Association;
- to keep informed of needs within North Carolina of any Code Changes that would improve the safety of electrical installations in north Carolina;
- to investigate any proposed changes in the North Carolina Building Codes that pertain to electrical installations;
- to formulate needed new electrical codes and code changes to the North Carolina Electrical Code to be presented to the North Carolina Building Code Council; and
- to keep the Chapter informed of any code change activity.
Section II.
Reports: All standing Committee Chairmen shall make an annual report to the Board of Directors at the annual meeting of the Chapter. This report shall be made in writing with copies provided for the officers of the Association.
Section III.
Special Committees: Special Committees may be appointed by the Chapter President for a specific purpose as directed by the Board of Directors, to remain constituted only until that purpose has been satisfied and shall then be discharged after rendering a final report.
(a) Finance Committee: This committee shall consist of three (3) Inspector members, the Secretary-Treasurer, and the Assistant Secretary-Treasurer, and the function and duties shall be:
- to formulate the proposed budget in coordination with the Chapter President, showing the present budget and new requests, and to present this to the Board of Directors;
- to recommend to the Board of Directors ways of improving the financial condition of the Chapter; and
- to plan finances for the annual meeting in cooperation with the Program and Site Chairman.
(b) Program and Site Committee: This committee shall consist of at least three (3) Inspector members; the Chapter President, the last Local Program Committee Chairman and the current Local Program Committee Chairman to be assisted by the Secretary-Treasurer. Senior and Associate members may serve on this committee. The Chapter President shall be Chairman of this committee. The function and duties shall be:
- to make recommendations to the Chapter concerning meeting locations, date of meetings and meeting Chairman;
- to visit meeting location facilities to insure they will meet the needs for the meeting; and
- plan the program for Chapter meetings in cooperation with the Finance and Local Program Committees.
(c) Nominating Committee: This committee shall consist of the three (3) immediate past Chapter President. The Chairman shall be the third past Chapter President. The function and duties shall be to perform the duties as prescribed in Article VII of the Bylaws.
(d) Awards Committee: This committee shall consist of at least three (3) Inspector members. Past Inspector of the Year, Senior members and past Associate Member of the Year members may serve on this committee. The Chairman shall be a past Electrical Inspector of the Year. The function and duties shall be:
- to secure appropriate awards as directed by the Board of Directors;
- to select an appropriate recipient for each award;
- awards to be given when deserving recipients are selected; (aa) North Carolina Electrical Inspector of the Year Award. Criteria: To be presented on a yearly basis to an outstanding North Carolina Electrical Inspector. (bb) The Richard B. Boyd, Jr. Award. Criteria: To be presented on a yearly basis to the electrical inspector who is or has been an inspector of the International Association of Electrical Inspectors for a minimum of ten (10) years, and has performed all tasks assigned in an outstanding and distinguished manner. Further, the recipient must have contributed materially to the success and growth of the North Carolina Ellis Cannady Chapter, IAEI, and displayed qualities of leadership, dedication, strength, energy, vitality, and knowledge. (cc) Chapter Associate Member of the Year Award. Criteria: To be presented on a yearly basis to an associate member that has outstandingly contributed materially to the success and growth of the North Carolina Ellis Cannady Chapter, IAEI.
- to present the awards to the recipients at the Annual Chapter Meeting and Code Workshop; and
- to implement the proposal for Honorary Membership and submit in accordance with Article V, Section 5 of the Bylaws.
(e) COCO Committee: This committee shall consist of four (4) Inspector members. Three to serve as voting members and one to serve as an alternate. The alternate shall have full privileges of a voting member when serving in the absence of a voting member. The function and duties shall be:
- to represent the Chapter and all North Carolina Electrical Inspectors through the North Carolina Council of Code Officials by serving on the COCO Board of Directors;
- to promote the purpose and objectives of COCO as determined in Article II Section 1 of the COCO Bylaws; and
- to keep the Chapter Board of Directors informed of any electrical related information that passes through COCO Board meetings.
(f) David B. Maddrey Scholarship Fund Committee: This committee shall consist of the secretary-treasurer, assistant secretary-treasurer and at least (3) Inspector members. The function and duties shall be:
- To process applications for scholarship funds in accordance with rules and regulations of the Fund and procedures established by the Chapter Board of Directors.
- To recommend approval or denial of applications for scholarship funds to the Chapter Board of Directors.
- The Secretary-Treasurer shall keep records relating to the scholarship fund and shall report activities to the Chapter Board of Directors during regularly scheduled meetings.
(g) Legislative Committee: This committee shall consist of at least six inspector members including the President, Secretary, and Immediate Past President. The functions and duties shall be: To plan, monitor, represent and intervene as necessary on all legal and legislative issues of concern to the chapter, its goals, and the safety of the citizens of North Carolina; and present reports of its activities to the Board of Directors and the membership.
